歐洲各國為分配難民問題爭吵不休之際，「建國」不到半年的巴爾幹蕞爾小國「利伯蘭自由共和國」（Free Republic of Liberland）正廣邀難民申請成為該國公民，有意申請者只要繳交1萬美元，即可享有國籍。
位在克羅埃西亞和塞爾維亞間的「利伯蘭自由共和國」，今年4月才由捷克反歐保守自由公民黨成員傑德利卡（Vit Jedlicka）創建。他在這塊面積僅3平方英里、地處多瑙河西岸的無人沼澤地，宣布建立一個獨立國家，並向國際社會申請具備領土完整、接受國際法保護的權利。該國的國家格言為「共生共存」，傑德利卡還當選首任總統。
利伯蘭建國之初，只有7名公民，包括傑德利卡本人，但其號召力無遠弗界。
傑德利卡稱，他們已收到38萬份公民申請書，現在則是每分鐘收到1份申請。利伯蘭公民申請條件為無犯罪紀錄、非共產黨或納粹主義者，且需尊重他人自由和個人財產。
