南韓中東呼吸症候群（MERS）疫情升溫，外交部昨宣布，調升韓國首爾地區（含京畿道）旅遊警示燈號為「黃色」，呼籲民眾特別注意旅遊安全，並檢討應否前往，非因醫療必要宜避免前往醫療院所；其他地區維持「灰色」燈號。
民進黨立委黃偉哲與蔡煌瑯昨在委員會質詢，韓國感染人數一直上升，雖然目前未發展到社區感染，但越來越嚴重，要求外交部儘速提升旅遊警示燈號；蔡煌瑯更要求，應把旅遊警示燈號提升到黃色，甚至把大首爾地區地區提升到「橙色」燈號都不為過，保障旅行退費的民眾權益。
外交部次長柯森耀說，退費問題不應只以外交部警示燈號，應依照觀光局的規定。
外交部強調，旅遊警示是提供國人出國旅行參考資訊，屬參考性質建議，與國外旅遊定型化契約條款是否適用並無必然關係，也無強制拘束力。
外交部指出，民眾若遇旅遊消費爭議而無法解決時，可向中華民國旅行業品質保障協會或交通部觀光局申訴。
